Primary City/County while loading address - Vertex Code

We receive City and Zip code information from a vendor system to create worker home addresses in Oracle. However, we encounter issues during creation via REST API due to the Vertex code being assigned to the same combination of City and Zip code, with the county being the only differentiating factor.

Is there a primary flag in Oracle Fusion Tables that denotes a specific attribute? If not, how have others worked around this issue?

Error - State, county, or city components of the address are missing. Verify the setup of the home and work address. (HRX-1560219)
