Lists of values (LOV’s) are missing in the Redwood Location Legislative Info section

Summary:

In creating or updating a Location, the two fields in the United States EEO and Veteran Reporting Information section are free-text, instead of a list of values. Also, the fields appear twice each. This is in both Create and Update modes.

In this screenshot, we have the same field showing twice, with the table value and the meaning. You also see the HR Reporting Proxy is the location_id:

All four of these fields are free-text. The LOV's are not present.
