Oracle sales order line cancel not working

We are trying to cancel the sales order line when the order orchestration is in progress and is NOT on hold and NOT on pause.

Use case: Created sales order having a subscription item and we have created a custom orchestration steps where we need to cancel the sales order line before it goes into subscription.

We tried cancelling the order line after the orchestration has started, but it is throwing an error: "Order Management can't process fulfillment line 1-1, for item Comp-04 because the orchestration process isn't on a wait step or it doesn't respond"
