Budget over-allocation check according to the number of employees

Hello experts,

our customer wants to differ over-budgeting checks according to the number of direct reports. If managers have more than 5 direct reports overbudgeting blocking message should be triggered if the remaining budget is negative; while if they have less than five reports the overbudgeting blocking message shouldn't be triggered if the remaining budget is negative.

Is there a way to implement this logic in compensation plan? If so, could you provide any suggestions?
