Oracle OCI notification - subscription confirmation URL not sent

I have added 2 notification email subscriptions on OCI.

When I added the 1st subscription, I had received the subscription confirmation URL on email and it got activated.

When I added the 2nd subscription few days later, the subscription confirmation URL was not sent to the other email and the status is still pending. Please find the screenshot below.

Appreciate if someone can help here.
