We are trying to add max limit to an individual comp plan element on a yearly basis

We are trying to add a maximum limit to an ICP plan element on a yearly basis.
For example if the limit for the plan is 25000$
Then the total number of awards given to any employee for the same plan should add up to 25000$ yearly. If the limit exceeds the element entries should stop.
