How to Changes in Expenditure Organization field on Expense Page

Summary:

We have enabled project details for expense items, now business has requirement that expenditure organization should be behave like task only i.e. if the provide project number then only expenditure filed should be enabled. We tried page customization through sandbox but task and expenditure organization field is not available under structure. Please suggest workaround for the same.
