How to limit taxing Federal at 22% if gross supp wages < 1 million or 37% if more than 1 million

What should we do to limit Federal taxes at 22% if gross supp wages < 1 million or 37% if more than 1 million. We do not want to use employee overrides from the calc card. Is there way to bypass the tax overrides entered by employee during a payroll?
