Is there a way to send notifications to HR after Manager rejects Personal Contributions request

Requirement: HR needs to be notified when manager rejects Personal Contribution Request of employee.
Workflow is as follows:

Employee requests Personal Contribution > Line Manager Approval > HR Approval

no notification is sent to HR after manager rejects the request. They can only see it in BPM WL if they search for it.
