How to restrict users in creating succession plan based on Position DFF

Summary:

Customer is having a custom security requiremnt based on the position DFF of respective employee. The restriction is for both creating succession plan and adding candidates to the respective succession plan.

We are able to achieve the ask for adding candidates to the succession plan by creating a person security profile with custom criteria and assigning the same to the role. This restriction is working fine for adding candidates to succession plan.

However, this is not working for creating succession plan area and user is still able to create succession plan outside the security defined in the perosn security profile.
