Admin Mass Action 'Withdraw Learners' does not auto-enroll learners on waitlist

Summary:

We are on 24C.


When the administrator withdraws a learner through Change Status > Withdraw Learners, system withdraws the selected learner and auto-enroll the top learner of the waitlist.  However, when the administrator mass withdraws a learner through Mass Action > Withdraw Learners, system does not auto-enroll any learner on the waitlist.

Is this the expected behavior?
