As per Oracle Doc we need to run below process only once.

But in other oracle document it is mentioned that process needs to be run after every quarterly upgrade.

This is bit confusing as Oracle recommendations are different in these 2 documents . Can someone please confirm if this process needs to be run in Production after every quarterly upgrade?
