Redwood - add goal in performance document page

in the presentation attached here I can see the following statement:

"Performance Documents use the synchronized content approach
• The performance document automatically displays all the goals in an employees goal or development
plans and cannot be added directly in the performance document. Direct navigation from the
performance document to the employees Redwood Goal Center is available to set and manage goals."

Does it mean that it will not be possible to add a performance goal directly in the performance document?

Does it mean that when you add a goal in Goal Center this automatically appears in the document?
