OCI: Yum Command Fails with Message: “It was impossible to connect to the Red Hat servers”

Linux x86-64 on Oracle Public Cloud

Symptoms:

This is a VMWare VM migrated to OCI using custom image vmdk format.

The yum install command fails with the below message:

# yum install oci-utils
Unable to find configuration file for plugin subscription-manager 
https://yum.<region>.oraclecloud.com/repo/OracleLinux/OL7/MySQL80/connectors/community/x86_64/repodata/repomd.xml:[Errno 14] curl#60 - "Peer's Certificate issuer is not recognized."

Trying other mirror.

Loaded plugins: enabled_repos_upload, package_upload, product-id, search-disabled-repos, subscription-manager
https://<redhat_repo_path>/repomd.xml: [Errno 12] Timeout on https://<redhat_repo_path>/repomd.xml:
