clone operation was failed on DBCS OCI

Summary:

Hi Guys,

when we use the clone option of existing database(12c) in DBCS OCI, clone operation is failed with below error. but in this stage HOST is not yet created to check Health as per suggested MOS. "The database host services are unavailable or not in the active state. Please refer to the following MOS note and restart services - "How to Manage and Check Health of DBSystem and Related Services in OCI (Doc ID 2678285.1)" Please contact Oracle support with the workrequest id 6xxxxxxxxxx80 to determine and fix the problem"

Please let us know if anyone come across the same issue or any advice in this regard.
