Element Eligibility - Job DFF Based and Rate Derivation

Is it possible to create element eligibility based on a DFF in the job definiton assigned to worker?

We have an element called Vehicle Allowance. We have jobs where part of the definition is a selection of Vehicle Allowance. The job vehicle allowance can either be None, Level 1, Level 2 or Level 3. The Levels pay different rates. We would like for the Vehicle Allowance to be eligibility only if the job definition DFF Vehicle Allowance contains one of the three Levels.

Further if a given employee is eligiblity for the Vehicle Allowance Allowance e.g. their job definition has Level 1, Level 2 or Level 3, than we want the rate used during a given pay cycle to use a rate based on that level.
