Allow the manager to evaluate the performance evaluation when the participant feedback is concluded

Hello,

We would like to know if it is possible to lock down the task of managing participant feedback until all feedback from all participants is provided. We don't want the manager not to wait for the participants to make their evaluation. We need there to be a lock so that the manager can only provide feedback as a manager after the participant feedback task is completed.
