How to update Special Ceiling Step manually in Responsive UI

How to update or populate Special Ceiling Step ID - preferably manually in Responsive UI

We are getting issues on grade step progression that we need to enter a valid value for the SpecialCeilingStepID. We want to know how it is being populated in table per_all_assignments_m? And how we can fix it manually in the UI?

Note: I was able to update it via HDL - but does anyone know how I can update it manually in the UI? Since HDL will not be always the way if the end user will be the one to fix it in the future.
