Redwood/Visual Builder - how to set up other enviroments to publish changes made in the dev env

Summary:

I made a change to the redwood department page using VB Express and published to the environment where I was working. I have seen in Oracle documentation that it is possible to push changes to multiple environments. I was not prompted to select other enviroments. I am not clear on who sets up these connections from the primary development environment to all other NON PROD and PROD environments. Can somebody point me to the documentation that describes how to set up these "pipes" between enviroments and the prerequisiste for doing so ?
