L2 is missing and job requsition transactions are failing

Summary:

So we have a requirement where an FYI should go to L2 of Hiring Manager when a requisition is raised but there are few cases in which L2 is missing like for cases of CEOs direct reportees.

tried using management hierarchy in approval rules but no luck

also tried using functions from BPM worklist but no luck again.

Also referred below customer connect link but not working.
