Validation error while defining Order Orchestration

Summary: I have copied seeded orchestration "DOO_OrderFulfillmentGenericProcess" and added few custom steps related to Pause and scheduling. The process diagram is generated correctly but when I click on Actions > Validate, I am getting below error -

"The rule action was not completed for orchestration process "Orchestration name" because the rules dictionary cannot be read or created for this process." Has anyone seen this error while trying to validate? I could not find anything in the implementation guide where this error message is provided. Please help on how to resolve this issue?
