Journal approval routing to different individuals based on COA segment value without multiple rules

Summary:

There is a requirement from business to be able to route to different Site Liaisons based on the company segment value selected. We have 400 odd company codes, and each having their own approver, it will be a huge maintenance to define 400 rules specifying the company and approver in each rule. Is there a way to be able to use the FND VS DFF( COA segment DFF) so that we can store the approver for a company on the COA Segment Values' DFFs? I could not find the COA segment DFF in BPM. Or is there
