Creating developer application for our product

Hi,
My company develops a platform the read from existing marketing channels of our customers.
We are trying to create integration with Eloqua.
Is it possible to create developer account so we will have App ID for API?
Is a testing environment exists so we can test our integration?
I see that the API can use user/password authentication, but as I understand the OAuth2 is the prefer way by Oracle
