OCI: OPC User Login Fails with Error “User opc not allowed because account is locked”

Symptoms:

OPC user login fails with error server refused our key/var/log/secure log shows error below:

$ cat /var/log/secure
Oct  3 13:51:30 hostname sshd[13061]: User opc not allowed because account is locked
Oct  3 13:51:30 hostname sshd[13061]: input_userauth_request: invalid user opc [preauth]
Oct  3 13:51:30 hostname sshd[13061]: error: Received disconnect from IP_ADDRESS port 56882:14: No supported authentication methods available [preauth]
Oct  3 13:51:30 hostname sshd[13061]: Disconnected from IP_ADDRESS port 56882 [preauth]

Cause:

'UsePAM no' is configured in /etc/ssh/sshd_config file. It is not supported in Oracle Linux and may cause several problems.
