Redwood OTL Exempt Employees Should not Have Access to Time Card Tiles

Employees that are not eligible for timecards have the Timecards option available in Me - Time and Absences

Only employees with the UOE Time Card Employee role should have access to timecard tiles.
The time card privileges were removed from the employee role that is assigned to all employees, and a new role (UOE Time Card Employee) was created with the relevant privileges included. The time card employee role is auto-provisioned to eligible employees so only people who are eligible for one or more time types can access the time card work area.
