HOw to automatically assign the pending worker with an assignment status to a active - NO payroll

Summary:

After moving the candidate to HR, we were able to automatically assign the candidate with a pending worker custom role… However the assignment status should not be active payroll eligible since there is a possibility the this pending worker will eventually backed out. how to automatically assign the pending worker with an assignment status of active - no payroll?
