Visibility for Column Base Salary - New

Base Salary - New column under salary information is still showing as read only after unchecking read only check box.

We have two plans. Base Salary - New column is updatable for one plan after unchecking the read only check box. But same column is still read only for another plan after unchecking the read only check box.
I think column should be updatable on worksheet when read only check box is unchecked. Is there any dependencies when read only check box does not work for Base Salary - New column?
