possibility to update POV layout order

Hi all

We wanted to change the order of the POV items: Year and period and I was not able to do so. In the layout we can change the order, but with we preview the report, it displays the Period before the Year regardless.

Could someone let me know the reason for this behaviour and if it by design, when it will change?
