How to define PR approvals where multiple approval groups are required to approve?

Summary:

Depending on the Purchasing Category, on multi Line PRs, more than one approval group is required to approve that PR. We need to have each group be notified (either in parallel or one after another), but we must have First Responder Wins for each group - or at least have one approver per group approving.
