Can POI (Person of Interest) apply a job using internal career site

Summary:

Dear all,

Can POI (Person of Interest) apply a job using internal career site and filling out Skills and Qualification page?

The issue is, there are many POIs in the organization and when they click on job requisition, they can see job posting/refer candidate etc however they do not see Apply button. Is it feasible for them to apply a job using internal career site
