Waitlist automatism not working

Hi experts, we have the following issue: 2 employees enroll to a course with has a max capacity of 1 and a blanded offering, when the first employee withdrawn from that course, the other one is still in pending active status, without the possibility to launch the activity. We have seen that the same use case performed with a self-paced type of offerings works fine, but the automatism does not work with the blanded offering.

Does anyone know how to solve it? Thanks
