Employees are not able to see Remuneration Review Letters

Employees are not able to see their letters in self service but it is visible in Administer Workers.

Enable Worker Statements is set to Yes
Enable the Allow staggered release of statements is not ticked
Visibility is set to All

We have tried to run the Process Workforce Compensation Change Statement but still did not work. Please assist.
