Errors when trying to delete a candidate

Hi everyone,

I am trying to do a data deletion of candidate information using Remove Person Information and HDL. I am getting two types of error for some candidates;

Type 1:

Before you can hard delete candidate info using Removal Policies/Remove Person Information, you need to soft delete candidate using HDL.

However, a lot of candidates can't be deleted using HDL - I am getting the below error:

You can't delete the candidate with the email XY@gmail.com because it isn't an external candidate or the candidate has active job offers.

That person has been offered a job, and that person had an active person record, but person record was terminated in the past, and at the moment this person does not have any active assignments. He also does not have any active job applications.
