LAST_UPDATE_DATE in PO_LINES_ARCHIVE_ALL is not updated when new change order is applied

When a change order is applied, in PO_LINES_ARCHIVE_ALL table, its TO_CO_SEQ_NUM is changed with the existing line and a new line is created when it is approved. but when its existing line TO_CO_SEQ_NUM is updated it fails to update the LAST_UPDATE_DATE column. it is as like the initial date. Also please refer - SR 3-37827887231 and SR 3-38274990721 for the same issue raised.
