Why does PR reminder notification do not trigger when there is a pending request information

Summary:

We have set the PR reminder notification at 10 mins, per our testing it does the job to send a reminder after 10mins after the PR had been submitted and approved.

But if there is a request for information the reminder will not be send on the next frequency but rather to the next next frequency in the case of our testing is after 20mins.
