Can we send Purchase Requsition approval email notifications only to specific users?

Summary:

We have a requirement where we want to send the email notifications for purchase requisition to only specific users.

For an example if there are three approvers A, B and C for requisition then all three should receive notification on system but only approver C should receive notification on email.

Currently, the system behavior is that all the users in approval hierarchy are receiving the notification on email and if we disable the email notification then all the users are only receiving the notification in the system.
