Sales order is stuck after shipment creation

Summary:

Actually As per our implementation, After shipment creation It went to OIC for freight charges which need to populate on Sales order level below amount.

After successful of that transaction It goes for Invoice.

Now for one sales order -Shipment was created after that orchestration moves to Awaiting response-freight charge but somehow It didn't went to OIC for the next step.

Now we can't cancel the sales order nor manually

complete the process.

Is there any schedule process which can release this orchestration again with the help of Manage web service interface?
