Can Individual Compensation Plans Update with Salary Changes if not running Oracle Payroll?

Summary: We are creating and editing Individual Compensation Plans for employees outside of the US and Canada where we use Oracle for Payroll. We are in countries such as the UK, France, etc.. where we are not running Payroll, however, we are using Data Exchange type of flows to calculate percentage based ICP's for allowances in those countries. Our constraint is that when an employee who has a percentage based allowance receives a salary increase the allowance amount does not get updated.
