HR should be able to conduct but not create or modify talent reviews

Hello,
In our scenario the talent review meetings are created and managed by the global Talent Mgmt team. Other HR's should be able to conduct the talent review (access the meeting, see the people, calibrate, ..) but should not be able to create new meetings or Edit/Duplicate/Cancel/Delete
existing meetings.
By removing the 'schedule talent review meeting' privilege, the Other HR's role do not have at all access to the talent review area anymore and if we keep the privilege in there the Other HR is able to perform all the actions that we don't want them to do.
