Redwood Goal Center Not Populating - Spinning Circle

Redwood was enabled for Goals and Performance, we are noticing that the Objectives (Renamed from Goals) Tab does NOT open for users to enter in their goals. You click the tile, it shows a spinning circle and then opens nothing. Tried clearing cache/cookies, looked into roles, made sure all Redwood was enabled. For SOME users it did work, but there were no discrepancies with their roles. We thought it may have been a cache issue, but even after exploring that it still did not work. We disabled - ORA_HCM_VBCS_PWA_ENABLED. And now it will allow
