GOP splitting line in Decimal Quanitities

Summary:

We have seen in exceptional scenario where GOP is splitting the line in decimal quantities. Although the item is never transacted in fractional quantity in the entire supply chain management transactions. Unfortunately when we do demand simulation in GOP using Manage Order Promising Demand, it doesn't show decimal quantities. Anyone has any clue how do we stop GOP from splitting quantity into decimal specifically and why would GOP do it?

Note: all supply chain transactions including PO quantity, manufacturing quantity, on-hand quantity, transfer order quantity are in whole integer number.
