View only Requisition from all BU's using data Data security Policy and Without Data Access

Summary:

Can we have a View Requisition Role , which will allow to view all Requisitions created by others in all Requisition BU's. And Can we achieve this using the Data security policies without needing to add the Data access set.

Customer have around 200 Requisition Business Units, And we need a role for the user who can view all the Requisitions created in the application with access to all the Business Units available. Instead of Adding 200 Business unit through data access set for each user , can we user data security policies
