Sales Order with Back to back item stuck at Waiting

We have enabled the item attribute 'Back to Back' to Yes and created a Sales Order (using DOO_OrderFulfillmentGenericProcess)

The Sales Order is stuck at Pause step waiting to be released tomorrow. Supply Order is getting created

When we copy and create a new item from this Item, the line is not getting stuck at 'Waiting'. It is progressing to Awaiting Shipping directly.

Have someone observed this behavior before.
