Custom role that allows only access to create referenced RMAS

Summary:

We are currently creating custom roles, we are looking what is the privilege for the creation of return orders or RMA, I looked in the Order Entry Specialist role and it doesn't have any privilege to generate the RMA, by chance do you know how this privilege is segregated? This is in Oracle Cloud Fusion in Order Management.
