Approval rule condition based on Primary Location only works at country level

Hello,

For the Approve Job Offer workflow, I want to set a rule condition based on the Job Requisition's Primary Location :

Meaning, if the requisition's primary location is "Paris, France" for example, the rule should be triggered.

But in my testing, if the location is only "France" (so it stays at country level), the rule is triggered just fine. But if the location is "Paris, France" (so at the city level), the rule is NOT triggered.

I've tried with different operators : "==", "endsWith" and "contains" but it still does not work.

Is it the supposed behavior ? How can I trigger the rule if the location is at the city level ?
