Who can edit an existing talent review population note?

Content:

A meeting facilitator has erroneously created a few notes for the review population with visibility set to 'Everyone'. (We will adjust the feedback visibility configuration to exclude 'Everyone' as an option going forward). We wish to correct these notes by setting their visibility to 'Managers only' and we noticed that only the creator of a note can edit it. I could not find in the documentation who can edit a note. Is it indeed only the creator of the note, or is it configurable?
