New Application Notification when candidate accepts offer

We're running into an issue where the Hiring Manager and the Recruiter are both sent a notification when someone accepts the job offer (which is working fine) that there is also a new applicant. It's probably three to five minutes between the emails but the notification shows that there is a new applicant when it's just the person accepting the offer. We've gone into the setup of Candidate Selection Process Configuration and the only one we have set up to notify when entering the phase is the Screening section. The Offer section only shows a notification if the candidate accepts
