Transferring the performance document to another manager.

While transferring the performance document to another manager which is already been started by the colleague , it does not reflect in the 2nd manager's profile. The document that is not yet started can be transferred to another manager and when that colleague starts the document the other manager gets notified and can proceed with that. It is same in both Redwood and Responsive UI.

Need some assistance.
