No Potential Duplicates are showing up

No potential duplicates are showing up if the other duplicate candidate with the same name is not present within the same requisition as another job application.

When we add that duplicate candidate profile manually within the same requisition, it takes a minute and then shows the potential duplicate within the new job application I have added, but not within the older candidate application.

Is this expected?

Note: The duplication check has been added within the CSP as an action, and the 'Move to HR' section has been updated within Enterprise Recruiting to consider all person types.
