Order can't process fulfillment line because the orchestration process isn't on a wait step

We have a Production Dropship order stuck in Orchestration task - Procure in Started status and order line Scheduled Status.
Req not created. No error and recovery process disabled. It doesnt allow us to update /Unschedule/Cancel the line and we get the below error.

Order Management can't process fulfillment line 1.1 <Item> because the orchestration process isn't on a wait step or it doesn't respond. (DOO-2685447) Details: Recover the order, the orchestration process, or fulfillment task. It might be necessary to recover because the fulfillment line might already be beyond the wait step.
